The Office of Economic Stimulus and Recovery (ESR) assists and coordinates efforts of State, community, and private organizations to obtain stimulus funds for projects which not only alleviate the pain of the current recession but build the infrastructure necessary for Vermonters to succeed in the second decade of the 21st century. 

Accountability and transparency in the expenditure of stimulus (American Recovery and Reinvestment Act or ARRA) funds are key responsibilities of ESR. ESR has a Director of Audit and works closely with the State Auditor of Accounts to assure that ARRA-funded projects are designed from the beginning to meet stringent reporting requirements. 

ESR is staffed by state employees on temporary assignment from other agencies and departments.
